Workshop 1: Introduction to Programme Evaluation

This workshop will introduce the participants to skills in conducting different forms of programme evaluations (formative/summative or process/outcome/impact etc) in different contexts (as an internal or external evaluator of a programme). The participants will be introduced to practical skills and tools on how to prepare for an evaluation, conduct an evaluation and appropriately disseminate the evaluation results to the relevant stakeholders.

At the end of the workshop, the participant will be able to:
1. View Programme Evaluation through the lens of the Design/ Monitoring/ Implementation/ Evaluation (DIME) continuum.
2. Select appropriate evaluation designs and methods for specific programmes.
3. Design an evaluation plan, including the Terms of Reference, evaluation framework and operational arrangements.
4. Discuss whether the results of an evaluation can be attributed to the programme 5. Formulate communication strategies to disseminate evaluation results effectively.

Workshop 2: Making the Most out of your Data: Conducting Economic Evaluation using Person-level Data

In an environment with constrained resources, understanding the value for money of a health intervention (e.g., medication, medical device) could support the process for funding and resource allocation decisions. There are several analytical approaches and data sources that can be used to assess the ‘value for money’ of health interventions. The net benefits framework that utilises person-level data (e.g., from administrative databases or observational studies) is one way of doing this.

Person-level data are becoming more accessible and has potential in the generation of evidence. These data along with existing statistical methods could be used to generate economic evidence to assistpolicy-makers in their decision-making process. This workshop will introduce how we could use person-level data to conduct economic evaluation of health interventions.

Participants will be exposed to the overall concept of how to conduct an economic evaluation using person-level data including the strengths and limitations of this approach.We will discuss steps to create cost-effectiveness estimates (e.g., incremental cost-effectiveness ratio and incremental net benefit), and to characterize the uncertainty of the findings in person-level economic evaluations.Additionally, participants will have opportunities to discuss real-world case studies (and/or their own study) in group activities.

The target audience areindividuals who are interested in exploring another approach to analyse person-level data to create economic evidence. A working knowledge of Stata is essential.
