Joanne Yoong is an applied economist working at the intersection of behavioural economics, health and financial decision making, and socioeconomic development. Dr. Yoong’s primary appointment is as Senior Economist at the University of Southern California, where she directs the offices of the Center for Economic and Social Research in Singapore and Washington DC, and is a principal member of the USC Behavioral Economics Studio. Dr Yoong is also a visiting associate professor at the Yong Loo Lin School of Medicine at the National University of Singapore, an honorary senior lecturer at the London School of Hygiene and Tropical Medicine, and an adjunct economist at the RAND Corporation. She has previously held positions as Associate Professor of Health Systems and Behavioral Sciences at the Saw Swee Hock School of Public Health and the Director of the Center for Health Services and Policy Research at the National University Health System. Dr Yoong serves on various national and international policy advisory committees, including the OECD/International Network for Financial Education Research Committee. She has also served as Director of the Asia Pacific Regional Capacity-Building for Health Technology Assessment (ARCH) Initiative, an APEC-funded multi-country collaboration to promote health technology assessment among member economies, Director of the RAND Behavioural Finance Forum 2012, founding co-president of the Singapore Health Economics Association as well as the founding organizing committee for the first Asian Workshop for Health Economics and Econometrics. Dr. Yoong’s academic research has been published in leading economics, medical and public health journals has been funded by the WHO, OECD, NIH, DFID, World Bank and USAID. In addition to her research work, Dr Yoong is the founder of Research for Impact, a Singapore-based social enterprise dedicated to making rigorous and objective research and evaluation accessible, inclusive and transformative for populations in Asia. Dr Yoong received her Ph.D. in Economics at Stanford University as an FSI Starr Foundation Fellow and her AB summa cum laude in Economics and Applied and Computational Mathematics from Princeton University.
Assisstantt Professor Sim Xueling is a molecular epidemiologist with interest in integration of omics biomarkers to improve health.
Rick is a bioinformatician who combines computer science, statistics, population genetics and genomics to develop and apply novel algorithms and software in the research and analysis for molecular epidemiology, pathogenesis, tracking and control of outbreaks in infectious diseases, including monitoring of antimicrobial resistance for public health surveillance. He is currently an Assistant Professor with the Saw Swee Hock School of Public Health at the National University of Singapore.
Helena Legido-Quigley is an associate professor at the Saw Swee Hock School of Public Health and has a joint position with the London School of Hygiene and Tropical Medicine.
She has conducted research on health policy and health systems in Europe, Sub-Saharan Africa and currently with a focus on Southeast Asia. Specific areas of expertise include quality of health care, chronic conditions, and migrant and refugee populations. Her latest research focuses on the impact of the financial crisis and austerity measures on health and the future of the global health architecture.
Her work has been published in peer reviewed journals such as the Lancet, British Medical Journaland PLOS Medicine. It has also been widely covered in International media including The Times, The Economist, the Financial Timesand the Huffington Post.

Barry Chan joined PCA in 2018 in the capacity of Senior Director, Strategy & Business Development, Health. Previously he was Business Development Director, Asia at Bupa, responsible for identifying and executing development initiatives across the healthcare value chain from health insurance to healthcare services including the recent acquisition and partnership transactions in Hong Kong. Mr. Chan has over 15 years of senior management and consulting experience in the fields of financial services and healthcare, including leadership roles in strategy, marketing, and development at ING, New York Life, and MetLife, covering international markets and Greater China in particular. Mr. Chan was previously a management consultant with the Boston Consulting Group, and he holds an MBA from the Kellogg School of Management, Northwestern University, and an MS and BS from Arizona State University. Professor and Founding Dean Saw Swee Hock School of Public Health National University of Singapore
Professor Chia Kee Seng is the Professor and Founding Dean of the Saw Swee Hock School of Public Health, National University of Singapore. He received his medical degree in 1981, Masters of Science in Occupational Medicine in 1985 and Doctor of Medicine in 1995. He is a medical epidemiologist with special interest in diabetes, cancer and health and safety of the working population. He also serves as a Council Member of the Workplace Safety and Health Council and Board Member of the Health Promotion Board.

Associate Prof Chia Sin Eng is an occupational physician and was Vice-Dean (Academic Affairs) (2011-2017) with the Saw Swee Hock School of Public Health, National University of Singapore (NUS) where he teaches both undergraduate medical students, post graduates and doctorsin the Graduate Diploma in Occupational Medicine and Master of Public Health (Occupational Medicine) Courses.
Prof Chia and has beenan occupational health consultant to many workplaces in Singapore. Internationally, he has served as WHO temporary and expert adviser and consultant on occupational health to many countries.
His present main research interest is in integration of workplace safety and health.
He has been seconded to Workplace Safety and Health Council as a senior consultant with the Total WSH and Return to Work branch since February 2018. He still has his appointment with the National University of Singapore and continue to be engaged in teaching and other duties at NUS.

Karen leads a team in Health Promotion Board to set up technology-enabled research platforms, health behavioural research, trialling innovative solutions and translating these solutions at scale. She has vast experience in health promotion research, programme design and implementation. She has led in the development of several seminal studies including surveillance in students’ health and research on tobacco control. As a public health practitioner, Karen has also piloted and scaled several community and workplace interventions and strategies. For instance, targeted interventions for mature workers, workplace health ecosystem with augmented behavioural nudges, programmes and targeted interventions, with supportive workplace health environment. These interventions/ programmes have led to the paradigm shift in health promotion efforts for employees. In addition to being a public health practitioner, she is also a lecturer on Workplace Health Promotion and Evidence-based Health Promotion for post-graduate courses.
Crew Safety and Flight Environment Branch Aeromedical Centre, Air Force Medical Services
Dr Randy Cheong joined the Republic of Singapore Air Force (RSAF) as a Medical Officer in 2016, starting his Aviation Medicine training since 2017. As part of his training, Dr Cheong completed the Diploma in Aviation Medicine course at King's College London in 2018, and was awarded the prestigious Diploma by the Faculty of Occupational Medicine, UK. Dr Cheong has been involved in several aspects of aeromedical care in the RSAF, including the review of aircrew aeromedical selection standards, fatigue management in aircrew, and also improving aviation physiology training in the RSAF. Currently, Dr Cheong works full-time in the Crew Safety and Flight Environment Branch of Aeromedical Centre, Air Force Medical Service.

Dr Martin Chio received his undergraduate training in medicine from the University of Bristol, UK and his basic speciality training in Internal Medicine in Singapore. He subsequently completed his advanced speciality training in Dermato-venereology at the National Skin Centre. He was awarded a National Medical Research Council medical research fellowship as part of his HMDP to pursue a Masters at University College London & the London School of Hygiene & Tropical Medicine & was awarded the best dissertation prize. He is a Fellow of the Royal College of Physicians (London) & the Academy of Medicine Singapore & was most recently the Chair, Chapter of Dermatologists. He is currently a Senior Consultant Dermatologist at the National Skin Centre & Head of the DSC clinic. He is an avid medical educator & has been appointed Adj Associate Professor with both the Saw Swee Hock School of Public Health & Duke-NUS Medical School, Adj Assistant Professor with the NTU Lee Kong Chian School of Medicine & a Clinical Senior Lecturer with the Yong Loo Lin School of Medicine - he was awarded the YLLSOM Dean's award for Teaching Excellence twice. He is also a visiting consultant with the SAF Medical Corps & an associate mediator with the Singapore Mediation Centre. For his active volunteer work as a visiting dermatologist at both the Dover Park Hospice & the Villa Francis home for the aged, he was awarded the Healthcare Humanity Award in 2012.

Chua Wei Bin is currently the Director of Community Care in NKF. He is passionate about how medical and social care can be further integrated for patients in the community.
At the same time NKF has been developing numerous rehabilitation programmes to help support patients on dialysis to live more meaningful lives. One example is the patient employment rehabilitation programme, which is funded by Guan Im Thong Hood Cho Temple.
Mr Chua is also currently doing his PHD studies in Social Work. His research is about families coping with End Stage Renal Disease and how families can be supported to cope better.

Senior Research Fellow Saw Swee Hock School of Public Health National University of Singapore
Dr. van der Eijk is a Senior Research Fellow in the Saw Swee Hock School of Public Health, National University of Singapore. She has a PhD from the National University of Singapore, and completed postdoctoral training specializing in tobacco industry documents research at the University of California, San Francisco. She also worked as a Consultant for the WHO Regional Office for Europe's Tobacco Control Programme. Her research specializes in tobacco policy and the relationship between industries and public health. She has published numerous works on tobacco industry tactics, the tobacco 'endgame', tobacco harm reduction, and tobacco policy.
Dr Gan Wee Hoe is dually accredited in Occupational Medicine and Aviation Medicine. He is Director of the Occupational and Environmental Medicine Unit at the Singapore General Hospital, SGH’s Deputy Chief Medical Informatics Officer, and Consultant in Aviation Medicine at CGH’s Changi Aviation Medicine Centre. He serves as a Member of the Preventive Medicine Residency Advisory Committee and is a Core Faculty for specialist training in Occupational Medicine in Singapore. Dr Gan sits on several Ministry of Health’s (MOH’s) Workgroups which are formed to address various areas of occupational health in Singapore, and is a Member of the national Tripartite Committee on Workplace Safety and Health jointly appointed by MOH MOM. He is part of the International Labour Organisation’s (ILO’s) Core Group responsible for the formulation of ILO Technical Guidelines on Occupational Exposures to Biological Hazards. Dr Gan holds an adjunct appointment of Assistant Professor with the NUS School of Public Health, and is the current Vice President of the College of Public Health and Occupational Physicians, Academy of Medicine Singapore.
John Gillman is Director of Health Solutions for Fitbit APAC, with responsibility for driving Fitbit’s focus on health and wellness in 14 countries across Asia. Prior to this role, he was Director, PR & Partnerships and Health Solutions Marketing for APAC. He is based in Singapore. Working with Fitbit’s global Health Solutions team, John leads the work to position and build Fitbit’s emerging focus on healthcare across Asia Pacific. He has extensive experience in leading and sustaining people change programs, communications and marketing in organisations in Australia, the US and Asia. John has a passion for helping organisations drive change and transformation to achieve strategic objectives. At Fitbit, he has worked to build brand awareness, brand partnerships and has consulted with organisations across Asia to help them understand the benefits of integrating Fitbit products and features into customer and employee programs to improve health outcomes. Dr. Satya Gollamudi is a Senior Consultant, Division of Advanced Internal Medicine, University Medicine Cluster, National University Hospital. He is also Head of the FAST Programme at Alexandra Hospital, which caters to patients who are acutely unwell with urgent care needs. He is a part of the team which is implementing the Integrated General Hospital (IGH) model of care at Alexandra Hospital to address care fragmentation. He is a graduate of the Sri Venkateswara Medical College, Tirupati, India. After his graduation, he moved to USA where he completed Master's in Public Health at Western Kentucky University, Bowling Green, Kentucky. Subsequently, he did his Residency in Internal Medicine at Temple University Hospital Internal Medicine Samaritan Program in Philadelphia. He is board certified in Internal Medicine.
Dr Derrick Heng is Group Director of Public Health at the Ministry of Health in Singapore, with responsibility for oversight of Communicable Diseases, Non-Communicable Diseases and International Cooperation / Global Health issues. His areas of work include public health policy and surveillance for communicable and non-communicable diseases; public health aspects of pandemic preparedness and response; population health analytics; and international co-operation. Derrick has been involved in policy initiatives in the areas of HIV, TB, tobacco control, obesity, chronic disease screening and mental health in Singapore. Derrick is an adjunct Professor at the Saw Swee Hock School of Public Health, and works with the School to facilitate the policy-relevance and translation of the work done at the School. Derrick was recently appointed as an external expert Temporary Advisor to the World Health Organisation on the topic of regulating e-cigarettes and new tobacco products. He also represents Singapore on the Global Tobacco Regulators’ Forum, convened by the World Health Organisation. Coming from a background in clinical internal medicine, Derrick began working in the field of epidemiology in 1997, after obtaining a Masters at Cambridge University. Before taking on a policy role, he was involved in epidemiological research in the areas of clinical epidemiology, cardiovascular diseases, diabetes and cancer, in addition to interests in research design and methodology, critical appraisal, and the ethical review of clinical trials.
Dian is a Psychologist/ Manager at Apex Harmony Lodge (www.apexharmony.org.sg), the first-purpose built home for people with dementia in Singapore. In her role, she empowers individuals across the spectrum of the condition to live well, and advocates for the active involvement of various members of the community to create a dementia-friendly, respectful, and inclusive society. Currently, she drives the Therapy Through Work Program for People with Young Onset and Early Stage Dementia (TTW YES), creating opportunities for people with dementia to lead purposeful and meaningful lives through therapeutic employment and social interaction.
Co-lead (Future Primary Care) Clinical Director (Future Primary Care) MOH Office for Healthcare Transformation
Gerald joined the MOH Office for Healthcare Transformation in July 2018. His area of focus in MOHT is the transformation of primary care using tele-health, novel diagnostic tools and new models of care as enablers. He works with stakeholders from public polyclinics and private general practitioners to ensure that potential solutions that empower patients and providers to improve quality of care can be rapidly prototyped and tested.
He is also currently a Professor at the Saw Swee Hock School of Public Health (SSHSPH) and holds a concurrent appointment as Joint Associate Professor, Dean's Office, Yong Loo Lin School of Medicine, National University of Singapore (NUS). A family physician by training, he obtained his Masters in Medicine (Family Medicine) (NUS) in 2000, Fellowship in Family Medicine (College of Family Physicians Singapore) in 2003 and PhD in Family Medicine from Western University (Canada) in 2012. Prior to joining MOHT, he was Leader of the Health Systems and Behavioural Sciences Domain in SSHSPH and received the NUS Outstanding Educator Award in 2016. He is currently Principal Investigator of the NUHS Diabetes, Tuberculosis and Neuroscience Research Centre’s Telehealth Research Core and NUHS Singapore Population Health Research Centre’s (SPHERIC) Implementation Science Core.
His research interests include tele-health in primary care, post-stroke rehabilitation and community geriatrics, health services research and medical education through community service.
Professor Health Services Systems Research Department Duke-NUS Medical School Singapore
Dr Ecosse Lamoureux is a fulltime tenured Professor with the Health Services Systems Research Department at Duke-NUS Medical School; Senior Principal Clinician Scientist with the Singapore Eye Research Institute (SERI); Professor with the Ophthalmology Dept. NUS; and a Professorial Fellow (Adjunct) with the University of Melbourne. His research programme is focused on the epidemiology; prevention; treatment; adherence to disease management; & clinical outcomes for people with ocular conditions, in particular diabetic retinopathy, diabetic macular edema, and glaucoma.
Dr Ecosse Lamoureux is also Director of the Population Research Platform with the Singapore Eye Research Institute (SERI). His clinical research program is focused on the epidemiology of eye diseases; prevention, treatment, compliance to disease management, and patient-centered outcomes for people with diabetes, diabetes complications; and ocular conditions.
Dr Ecosse Lamoureux’s research achievements include the development and implementation of several randomised control trials; large population-based epidemiology studies; prevention and treatment of ocular conditions and vision impairment; adherence to management of eye diseases; and patient-centred outcomes in Australia, Singapore, and elsewhere. To date, his research activities have attracted over SG$20 million in competitive grant funding. He has over 360+ publications in the top 5% of the international journals in various disciplines (i.e. ophthalmology, diabetes, cardiovascular diseases).
Chief Executive Officer, Changi General Hospital and Deputy Group Chief Executive Officer (Regional Health System) SingHealth
Adjunct Professor Lee is currently the Deputy Group Chief Executive Officer, Regional Health System, SingHealth. He is concurrently the Chief Executive Officer of Changi General Hospital. Prior appointments included senior leadership positions in the Ministry of Health Singaporewhere he was involved in the strategic development, healthcare financing and improvement of healthcare services. Prof Lee holds a joint appointment as Adjunct Professor in the Duke-NUS Graduate Medical School and the Saw Swee Hock School of Public Health, National University of Singapore. He is also an Adjunct Professor in the Singapore University of Technology and Design. He was/is a member of international committees such as International Steering Committee, WHO Collaborating Centre for Patient Safety; Steering Committee, Asia-Pacific Observatory on Health Systems and Policies; Joint Commission International Standards Advisory Panel and the Global Health Policy Forum Working Group on Innovative Healthcare Delivery Models. He has also been a Temporary Advisor with the World Health Organisation (WHO) for Quality Improvement. Locally Prof Lee currently Chairs the Singapore Healthcare Improvement Network (SHINe) He was a member of the Medishield Life (the national health insurance scheme) Review Committee and chaired the subcommittee on Universal Coverage. Prof Lee co-edited Singapore's Health Care System: What 50 Years Have Achieved (published 2015). He has contributed book chapters on Strategies for Health Services in the 6th edition of the Oxford Textbook of Public Health (2015) and Casemix in Singapore in The Globalization of Managerial Innovation in Health Care He has also published in international peer reviewed journals and presented extensively in international conferences on topics such healthcare management, healthcare financing, clinical quality improvement and integration of care. A/Prof Lee was awarded the Public Administration Medal (Silver) in 2011 and the Commendation Medal in 2003. He was also awarded theMinister of Health Award for Public Health – management of Fusarium Keratitis Outbreak in 2006.

Dr Lee Hock Siang is a Senior Consultant with the Occupational Safety and Health Division, Ministry of Manpower, where he has practiced occupational medicine for more than 35 years. He also contributes his expertise as a Visiting Consultant to the Occupational Lung Disease Clinic, Department of Respiratory and Critical Care Medicine, Singapore General Hospital and as an Adjunct Associate Professor to the Saw Swee Hock School of Public Health, National University of Singapore.

A/Prof Vernon Lee is a preventive medicine physician and Director of the Communicable Diseases Division at the Ministry of Health, Singapore. He is also adjunct Associate Professor at the Saw Swee Hock School of Public Health, National University of Singapore; and President of the College of Public Health and Occupational Physicians, Academy of Medicine, Singapore. He was previously the Advisor to the Assistant Director General for Health, Security and Environment at the World Health Organization (WHO) headquarters, has worked in the WHO Office in Indonesia, and continues to contribute to WHO working groups on infectious diseases. A/Prof Lee graduated from medical school at the National University of Singapore. He also holds a PhD in epidemiology from the Australian National University, and the Master in Public Health and Master of Business Administration degrees from the Johns Hopkins University, USA.
Interim Executive Director The American Chamber of Commerce in Singapore
Dr Hsien-Hsien Lei is Interim Executive Director of The American Chamber of Commerce (AmCham) in Singapore — the largest and the most active international business association in Singapore and Southeast Asia, with over 5,200 members representing nearly 700 companies. Prior to AmCham, Hsien was Vice President, Medical and Scientific Affairs, Medtronic Asia Pacific, where she was responsible for the Medtronic Innovation Centers in Japan and Korea, training and education, and the company’s health systems transformation strategy in the region. Hsien also has extensive experience in corporate communications, advertising and promotion, and government affairs. Hsien has lived and worked in the US, Taiwan, Japan, Vietnam, UK, and is now based in Singapore. She holds a PhD in Epidemiology from The Johns Hopkins University Bloomberg School of Public Health where she was the recipient of a US National Institutes of Health Cardiovascular Disease Epidemiology Training Grant. Her doctoral thesis explored the genetic epidemiology of end-stage renal disease and type 2 diabetes. She completed her post-doctoral fellowship at National Taiwan University Hospital in the Department of Endocrinology. Hsien also holds a BA (with honors) in Human Biology from Stanford University.

Dr Jeremy Lim has a number of different roles including in management consulting, academia and not-for-profit organizations. He trained in surgery and public health and held senior roles in both the Singapore public sector and private sector regionally before becoming the founding partner in global consultancy Oliver Wyman's healthcare practice. His academic and commercial work focuses on healthcare financing and system design to improve health system performance and scaling up of innovations in healthcare.
He has advised multiple insurers, healthcare groups as well as governments and international organizations.
Dr Lim is also an Assoc Professor in the NUS Saw Swee Hock School of Public Health and also chair of the medical committees for Dover Park Hospice and HealthServe (largest migrant worker health charity in Singapore). He is on the advisory boards of the Center for Health Informatics (NUS) and the Institute of Service Excellence (SMU).
Finally, Dr Lim is a senior fellow of the Atlantic Institute based in Oxford, UK and authored a well-received book "Myth or Magic- The Singapore Healthcare System" on the Singapore model and the lessons, both positive and negative, other countries can draw from it.
Senior Consultant National Centre for Infectious Diseases Head Travellers’ Health & Vaccination Clinic
Associate Professor Lim Poh Lian is a Senior Consultant at the National Centre for Infectious Diseases, and Head of the Travellers’ Health & Vaccination Clinic (THVC) since 2006. She is currently Director of the High Level Isolation at NCID, Senior Consultant in the Ministry of Health (MOH), and served as Head of the Department of Infectious Diseases at TTSH from 2012 to 2016.
Prof Lim has been active in WHO, UN and MOH high level committees for outbreaks, and currently chairs WHO’s Health Security Interface advisory group for biothreat preparedness. She is involved in MOH and Singapore Armed Forces (SAF) Expert Committees on Immunization, and the International Council on Adult Immunizations organized by Johns Hopkins.
Prof Lim received her undergraduate, medical, and public health degrees at Harvard, Columbia, and Tulane. She holds academic appointments at LKC and NUS Schools of Medicine and Public Health, and also chairs national committees on ID specialist training, and antimicrobial resistance.

Professor Vivian Lin Kwang-wen（林光汶教授）, has joined the Faculty of Medicine as Executive Associate Dean as of March 2019. She is concurrently Professor of Public Health Practice. She has more than 30 years of experience in public health, with a variety of leading roles in policy and programme development, health services planning, research and teaching, and senior administration in complex organizations. Professor Lin was Chair of Public Health from 2000-2013 at La Trobe University in Melbourne before serving the WHO as Director of Health Systems in the Western Pacific Regional Office for 2013-2018. Professor Lin has also worked at senior executive level in health policy in several Australian jurisdictions, including as Executive Officer of the National Public Health Partnership. Professor Lin earned her BA from Yale University and MPH and DrPH from UC Berkeley. She was a recipient of the Drotman Award by the American Public Health Association in 1982 which recognizes promising young public health professional.

Dr Robin Low Chin Howe is a specialist in both Aviation Medicine and Occupational Medicine. After graduating from NUS Medical School, he joined the Republic of Singapore Air Force as an Aviation Medical Officer. During his 20 year career in the RSAF, he held various operational, staff and leadership appointments, including Commander of the SAF Medical Training Institute and Head of the RSAF Aeromedical Centre, before attaining the rank of Colonel and the pinnacle appointment of Chief Air Force Medical Officer (CAMO) from 2008-2013. He joined ST Healthcare Pte Ltd in 2014, where he is currently the Medical Director of the Singapore Aeromedical Centre. Dr Low is an Associate Lecturer in the Singapore University of Social Sciences (SUSS), as well as an Inspector of Accidents for the Transportation Safety Investigation Bureau. Dr Lim Huai Yang left surgical traineeship in 2012 to focus on health care management and administration in the Singapore Armed Forces. He joined the National Preventive Medicine Residency in 2017 and has a Masters of Public Health from the Harvard T.H.Chan School of Public Health. The highlight of his career was being part of the team that oversaw the medical operations for the SG50 National Day Parade in 2015. Dr Lim has a wide ranging interest that includes health care management, leadership and organizational development, systems thinking, and behavioural economics. He is passionate about health care education, having previously helmed several key positions in the Singapore Armed Forces Medical Training Institute. Dr Adeline Ng is a Consultant Neurologist at the department of Neurology, National Neuroscience Institute. She has a special interest in cognitive neurology, having undertaken a fellowship in Young-Onset Dementia at the Memory and Aging Centre, University of California, San Francisco in 2014. She has been awarded National Medical Research Council (NMRC) funding as Principal Investigator for clinical and translational research into early-onset Alzheimers’ Disease and Frontotemporal Dementia, particularly in clinical genetics and fluid biomarkers. She is actively conducting blood-based biomarker discovery in Parkinson’s disease, and is PI of an NMRC grant investigating the genetic underpinnings of cognition in PD.

Terence is the Senior Deputy Director in the Policy and Strategy Division in the Health Promotion Board Singapore. He is responsible for the formulation, implementation, monitoring and evaluation of priority public health policy in the board, including food, nutrition and physical activity.

Dr Ng Yeuk Fan is a Senior Consultant Public Health Physician with interests in health systems and services design. He completed an MBBS in the Faculty of Medicine, National University of Singapore, and specialist accreditation in Public Health Medicine by the Specialist Accreditation Board, Singapore. He obtained his Masters in Public Health from the Harvard School of Public Health, USA. Yeuk Fan has more than a decade of health policy experience covering hospital and primary care services, medical education, patient safety and quality improvement while he was with the Ministry of Health Singapore. He is currently the Director of Corporate Development for Khoo Teck Puat Hospital and Yishun Health – which is the northern regional health system of the National Healthcare Group. His responsibilities include Corporate Planning, Insights and Analytics, Organization Development, as well as Value Driven Care. He is also a Physician Faculty member for the National Preventive Medicine Residency Programme, National University Hospital System.
Ms Ngiam Siew Ying joined the Public Service in 1999. She is currently the Deputy Secretary (Policy) in the Ministry of Health. In this role, she oversees areas in the Ministry concerning systems planning, financing and corporate policies.
Ms Ngiam was previously Senior Director of the National Population and Talent Division (part of the Strategy Group in the Prime Minister’s Office) where she oversaw policy issues related to population and demography. Prior to that, she was with the Ministry of Transport, where she was Deputy Director of Sea Transport and later 2nd Director of Land Transport. She has also held past appointments at the Ministry of Defence and the Defence Science and Technology Agency.
Dr Ng Wee Tong is a specialist in Occupational and Aviation Medicine. Since 2009, he has been a Medical Director with ST Healthcare, leading the unit that specialises in the provision of services for worker health and workplace health promotion. Working closely with MOM, HPB and MOH, the unit has been involved in supporting several national programmes. Dr Ng is also an adjunct Associate Professor with the Saw Swee Hock School of Public Health and an adjunct lecturer with the Singapore University of Social Sciences. He is a Fellow of the Academy of Medicine (Singapore) and a member of the Workplace Safety & Health Committee under the Workplace Safety & Health Council.
Dr. Nick Petrunoff is a Postdoctoral Fellow at Saw Swee Hock School of Public Health, National University of Singapore.
Nick’s current research interests include understanding how communities and populations interact with their environment and how this impacts their physical activity levels, health and wellbeing. This research focusses on elements of the environment important for recreation, transport and walkability. The ultimate aim of this work is to inform policy and interventions to promote health and prevent non-communicable diseases.
Nick has expertise in conducting inter-disciplinary research using qualitative and quantitative methods.
Priyanka is currently an R4 senior resident with the national preventive medicine residency programme. With a special interest in health promotion, she is currently rotating through the Health Promotion Board. She is also the co-founder of Girlsplained, a community organisation based in London UK that uses entertainment-education to positively influence pro-social and pro-health behaviours among young girls.
Dr Salome Rebello’s research interest is on understanding the relationship between nutrition and chronic disease prevention. More recently, she is focussing on characterizing food environments and understanding how people interact with their environment to make healthier food choices. The goal of this work is to contribute to the development of surveillance systems for monitoring the health of our food environments, and to the design of environmental interventions that facilitate wise dietary behaviours. Dr. Rebello obtained her PhD in Nutrition from University of Minnesota, Twin Cities. She is currently a lecturer at the Saw Swee Hock School of Public Health where she supports undergraduate and graduate education for public health nutrition, epidemiology and nutritional epidemiology.
Rani is the Assistant Director in the Research and Surveillance Division, Health Promotion Board. She oversees food-related research projects aimed at monitoring dietary intake and nutritional status of the population. During her time with the Health Promotion Board, she has been instrumental in conceptualising and implementing various health promotion programmes targeted at promoting healthy eating among the children and adults. She also has several years of experience in leading demand generation strategies and promotion activities for the Healthier Choice Symbol products and engaging multiple stakeholders at both, national and regional levels.
Dr Eugene Shum is the Chief Community Development Officer at Changi General Hospital and Director, Community Partnership at SingHealth Office of Regional Health. He oversees health, social and community engagement and integration of healthcare services in the community. Dr Shum led the development of the Neighbours for Active Living Programme, a health and social integration programme that supports residents with high care needs in the community. He also oversees CareLine, a nationwide 24/7 urgent assistant telecare service for seniors. Dr Shum is a public health physician. He obtained his Master of Public Health from the Bloomberg School of Public Health, Johns Hopkins University. He is Adjunct Associate Professor at the Saw Swee Hock School of Public Health, National University of Singapore. He is a District Counsellor at Southeast Community Development Council and a Grassroots Leader.
Mr Silas Sng is Singapore’s Commissioner for Workplace Safety and Health. He also holds the concurrent position of Divisional Director of the Occupational Safety and Health Division (OSHD), Ministry of Manpower (MOM). Mr Silas Sng is a Public Service Commission scholar and graduated in 1996 as a mechanical engineer from the National University of Singapore. He started his career in MOM as a factory inspector. In 2004, he obtained his Master of Public Administration from Syracuse University, United States of America. Over the course of his career, Mr Sng had assumed various leadership roles such as Director of OSH Inspectorate; Director of Work Injury Compensation and Deputy Executive Director of the Workplace Safety and Health Council. Mr Sng was also instrumental in the development of the current Workplace Safety and Health Act that was enacted in the aftermath of the 2004 Nicoll Highway Collapse. On 1 Apr 2019, Mr Sng was appointed as the Divisional Director for the Occupational Safety and Health Division, Ministry of Manpower. He is entrusted with the honour and responsibility to lead OSHD to achieve the next level of WSH improvements for Singapore guided by the new WSH2028 strategies.

Karen is the Deputy Chief of Government Communications (Development) and concurrently Senior Director (Transformation). As Deputy Chief of Government Communications (Development), she spearheads the building of new capabilities among all Government Communications officers. In her concurrent role as SD(Transformation), she is also responsible for overseeing the development of the Government Communications Transformation Roadmap effort and the strategies of the Information Planning Office. Prior to her current appointment, Karen headed the Public Communications Division which planned and executed theWhole-of-Government public communications initiatives, including data driven communications, content production and national marketing. Karen also has vast experience as in Ministry of Health for ten years as Director of Corporate Communications and Press Secretary to the Minister of Health. She has also been previously involved in managing mass communications during the SARS epidemic in 2003 and the influenza A (H1N1) pandemic in 2009.
Rayner Kay Jin Tan is a Ph.D. candidate of Public Health at the Saw Swee Hock School of Public Health, National University of Singapore. Rayner has a background in Sociology and is a sociobehavioral researcher by training. He is a recipient of the Courage Fund PhD scholarship, the Singapore Population Health Improvement Centre (SPHERiC) fellowship, and is currently the pro-tem treasurer of the Society of Behavioural Health, Singapore. His research interests revolve about the social determinants of health, stigma and discrimination, HIV/STI, and substance use.
Melisa Mei Jin Tan is a Research Associate and PhD student supervised by A/Prof Helena Legido-Quigley at Saw Swee Hock School of Public Health, National University of Singapore. Melisa’s PhD thesis focuses on understanding the policy networks of Noncommunicable Diseases (NCDs). Specifically, she utilises Social Network Analysis and qualitative research methods to explore networks, power structures, and perspectives of actors in the agenda-setting processes of NCDs globally and in Asia. Through this research, she seeks to contribute to the knowledge base on the Governance of NCDs. She has co-authored a chapter on NCDs in a book on health systems in Asia. Melisa’s research interests include global health, health systems, health policy, governance, the political economy of health, social network analysis, and NCDs. Melisa holds an MSc in International Political Economy from S. Rajaratnam School of International Studies, Nanyang Technological University and a BSc (Hons) in Applied Accounting from Oxford Brookes University. Before joining the PhD programme, she worked in the public healthcare and higher education sectors in Singapore.
Dr Tan started his aviation medicine career in the Republic of Singapore Airforce (RSAF) in 1986 and went on to be the Chief Airforce Medical Officer in 1999. He retired from the RSAF in 2004 and was CEO of the Singapore Aeromedical Centre till 2016 and now serves as the Centre’s senior consultant.
Dr Andrew Epaphroditus Tay is currently the Regional Benefits Consultant for Facebook, where he oversees the Facebook’sphysical and mental health benefit designin Asia Pacific. Prior to this, Dr Tay was theDirector for Health & Wellbeing in GSK, where he led the company’s occupational health services and strategies to enhance the health and wellbeing of the employees in Singapore and the Asia Pacific region. Dr Tay graduated with from the Yong Loo Lin School of Medicine and, also, holds the Master of Public Health (Occupational and Environmental Health Specialisation). He received his post-graduate public health and occupational medicine training at the Saw Swee Hock School of Public Health (NUS), Ministry of Manpower, Ministry of Health and the restructured hospitals. In his free time, Dr Tay enjoys playing bass and acoustic guitar for a live band, and mixing his own cocktails at home.
Dr Joanne Tay is the COO and Co-Founder of NOVI Health, a technology-enhanced health solutions provider to prevent, manage and reverse chronic lifestyle diseases. She is a public health physician with more than 20 years of experience in the public healthcare sector. She obtained her medical degree from the National University of Singapore and her Master of Public Health degree from Columbia University in New York. She was most recently the Founding Director of the Health Services Integration and Development Division in the Singapore Ministry of Health, where she led the Secretariat for the National Diabetes Prevention and Care Taskforce and coordinated public-private-people partnerships for the War on Diabetes. She also oversaw national community mental health strategies and led the strengthening and integration of the community-based care system.
Dr Tay Min Zhi is a third year Preventive Medicine Resident who currently works in the Population Health Department within NHGHQ. She obtained her MSC Public Health from the London School of Hygiene and Tropical Medicine, and previous rotations include postings in MOH, Department of Clinical Epidemiology, Tan Tock Seng Hospital and HPB.
Dr Sylvia Teo is an Occupational Physician and Senior Principal Specialist at the Occupational Safety and Health Division of the Ministry of Manpower, Singapore. Dr Teo has a Master of Medicine (Occupational Medicine) degree from the National University of Singapore. She has been actively involved in several research projects, including development of a psychosocial health assessment tool (i-Work Health), WSH services and the cost-benefits of such services as well as to maintain the employability of older workers in Singapore via their work ability and the Work Ability Index. She is currently heading the Return to Work Unit in the Workplace Safety and Health Council, Tripartite Alliance Limited to drive the implementation of the RTW program in Singapore. She has concurrent appointments as Visiting Specialist to the Joint Occupational Dermatology Clinic, National Skin Centre, Joint Occupational Lung Disease, Tan Tock Seng Hospital and the Joint Environmental Occupational Toxicology Clinic, Changi General Hospital.
Dr Tsang graduated with an MBBS degree from the Faculty of Medicine, the University of Hong Kong in 1990. After finishing a one-year internship in Hong Kong, he acquired a Masters of Public Health degree from the Johns Hopkins University, Baltimore, USA in 1992. He became Fellow of the Hong Kong College of Community Medicine in 1999.
Dr Tsang joined the Department of Health, HKSARG in 1992 where he worked until 2012. He accumulated experience in various domains in public health such as infectious diseases, non-communicable diseases, health promotion, health research and informatics, health administration, and so on. He became Controller of the Centre for Health Protection between 2007 and 2012. Dr Tsang’s main field of expertise lies in epidemiology and the public health prevention and control of communicable and non-communicable diseases. During 1998-2000, he underwent a 2-year training program (EIS, or Epidemic Intelligence Service) under the Centers for Disease Control and Prevention at Atlanta, USA. He was an active player during major epidemics in Hong Kong such as influenza A(H5N1) (1997), SARS (2003) and human swine influenza (2009), where he was one of Government’s chief spokespersons. Another area of expertise concerns cancer prevention and screening, where he contributed to the formulation of cancer prevention and screening policies and programs. Dr Tsang gave lectures and presentations in numerous local and international scientific conferences.
Dr Tsang is now President of the Hong Kong College of Community Medicine. He serves in a number of expert and advisory committees in the Government and other organizations. He also holds honorary university posts for his teaching duties.
She graduated from the Medical School of the National University of Singapore, and obtained her master's degree in Public Health from the London School of Tropical Medicine and Hygiene. Jeannie has experience in communicable and non-communicable disease prevention and control policy development, as well as public health risk surveillance and assessment. Dr. Theng Yin Leng is a Professor and Founding Director of the Centre of Healthy and Sustainable Cities (CHESS) at the Wee Kim Wee School of Communication and Information (WKWSCI). Deputy Director (Non-Communicable Diseases/Public Health Intelligence), Epidemiology & Disease Control Division, Ministry of Health
Dr Albert Ty is Deputy Director in the Ministry of Health where he leads the Non-Communicable Diseases and the Public Health Intelligence Branches of the Epidemiology and Disease Control Division. In this role, he oversees matters concerning primary and secondary prevention of NCDs, health promotion, as well as detection and risk analysis of emerging public health threats both locally and regionally. Prior to this, he has had extensive experience in public policy on healthcare manpower training, development and assessments, health promotion as well as in hospital capabilities and services. Dr Ty obtained his medical degree from the University of Santo Tomas (Manila) where he also competed residency training in Neurology/Psychiatry. He completed fellowship training in Neuro-oncology at the National Neuroscience Institute, following which he embarked on a second career in Public Health. Director Youth Preventive Services Division Health Promotion Board
As Director of Youth Preventive Services Division of the Health Promotion Board, Singapore, Dr K Vijaya leads a team to establish public policies, chart strategic directions, develop and strengthen initiatives to advance children and youth health promotion and youth preventive health services nationally through health screening, immunisation, oral care programmes and health promotion for school children in Singapore. She has several publications in peer review journals to her name. In addition, Dr Vijaya was the past Director of the Health Promotion Board’s WHO Collaborating Centre for Health Promotion and a member of WHO’s Alliance for Healthy Cities. She has been invited to be Temporary Facilitator, Speaker or Chair several WHO-WPRO meetings. She was also a member of the Editorial Advisory Board of the International Union for Health Promotion and Education (IUHPE)’s Official Publication, Global Health Promotion. Mr S.B Viknesan is a Senior Counsellor at the National Addictions Management Service for over 16 years specialising in all the major addictions and working with addiction patients on an individual and group setting. He is a team leader for a small group of counsellors and supervises some of his colleagues in NAMS as well as masters of counselling students from various academic institutions. He has been an Associate faculty member for over 12 years with the Singapore University of Social Science in the SR NATHAN School of Human Development lecturing in addictions and group counselling in the undergraduate counselling faculty and a Guest lecturer in the Masters of Social work degree programme lecturing in both the substance and behavioural addictions module. He is also involved in teaching and supervising masters’ students in ECTA Swinburne University's Counselling programme in Addictions work. Dr Munidasa Winslow has worked in general psychiatry and addiction medicine at IMH since 1988. He was one of the pioneers responsible for the setting up and development of addiction services both in the hospital and in the community. His last appointment was as chief of the Addiction Medicine Department, IMH. He has been a pioneer in addiction and impulse control disorders (alcohol, substance dependence, gambling, gaming, sexual compulsivity etc) in the Asia-Pacific region. He is a sought after speaker at addiction conferences around the region. Despite being a fully qualified psychiatrist, he has taken the time and effort to maintain and develop his therapy/counselling skills as seen by his being accredited as a certified master addiction counsellor and a certified clinical supervisor. He has published and presented widely on both general psychological and addiction issues. He continues his academic and research interests through his academic appointments with NUHS and teaching in many counselling courses. Dr Benson Yeo is a Consultant Dermatologist at the National Skin Centre. Dr Yeo graduated from the Yong Loo Lin School of Medicine, National University of Singapore in 2008. He subsequently underwent specialty training at the National Skin Centre, serving as Chief Resident before completing his specialty training in 2016. Dr Yeo is the Chairman of the NSC Infection Control Committee and Deputy Head of the DSC Clinic. She received her PhD (Nutrition) from Wageningen University in Netherlands and her Postgraduate Diploma (Human Nutrition) from Deakin University, Australia.
